Modifies the definition of "Oklahoma winemaker" to require wine fermented product be exclusively grown in Oklahoma, replacing previous allowance for imported grapes and other fruits.

Authorizes winemakers to serve limited wine samples to visitors (maximum 2 samples per person per day, 5 ounces per serving) and at festivals/trade shows (maximum 2 samples per person per day, 1 ounce per serving).

Restricts winemakers to selling and serving wine only during hours when package stores are permitted to sell alcoholic beverages.

Requires winemakers to obtain all necessary local, county, and state food and beverage inspections and permits before serving samples for on-premise consumption.

Establishes specific requirements for festivals and trade shows (maximum 10 calendar days per year, open to all licensed Oklahoma winemakers, nonprofit or government sponsorship, 30-day advance notice to ABLE Commission).
