Reduces administrative spending caps for school districts with over 1,500 students in average daily attendance (ADA) from 6% to 5% of total expenditures.

Reduces administrative spending caps for school districts with 501-1,500 students in ADA from 8% to 7% of total expenditures.

Reduces administrative spending caps for school districts with 500 or fewer students in ADA from 10% to 8% of total expenditures.

Allows superintendents to code up to 40% of salary to exempt nonadministrative services including classroom teaching, serving as principal, counselor, or library media specialist.

Requires excess administrative spending above the established caps to be withheld from a district's Foundation and Salary Incentive Aid in the following year, with withheld funds redistributed to districts in compliance.
