Amends condemnation proceedings law to limit attorney, appraisal, and engineering fee reimbursement to property owners in three scenarios: when condemnation fails, when proceedings are abandoned, or when jury award exceeds commissioner's award by at least 10 percent.

Requires condemning authorities to make written offers to property owners; if offer is rejected and jury award exceeds commissioner's award by 10 percent but falls below the written offer, owner may only recover fees for work completed before the offer date.

Applies same written offer limitation to inverse condemnation cases where jury determines a taking occurred but awards less than the condemning authority's offer.

Makes all court determinations regarding fee reimbursement appealable to the Oklahoma Supreme Court as final orders.

Becomes effective November 1, 2011.
