Amends Section 1875 of the Licensed Alcohol and Drug Counselors Act to expand the Oklahoma Board of Licensed Alcohol and Drug Counselors' powers and duties regarding examinations, certifications, and licenses for alcohol and drug counselors and co-occurring disorders.

Authorizes the Board to impose disciplinary actions including denial, suspension, revocation, or refusal to renew certificates or licenses upon good cause shown.

Adds authority for the Board to establish and levy administrative penalties against persons or entities violating the Licensed Alcohol and Drug Counselors Act or related rules and orders.

Expands the Board's investigative powers to include imposing costs for legal fees, probation and monitoring, staff time, salary, travel expenses, witness fees, and attorney fees as part of disciplinary action.

Effective November 1, 2011.
