• Changes references from "his" to "the Commissioner's" in describing the State Commissioner of Health's authorized agent authority
• Renumbers inspection purposes from (1) and (2) format to numbered paragraphs 1 and 2
• Allows the Commissioner's authorized agent free access to food manufacturing, processing, and storage facilities to inspect for violations and collect samples
• Effective November 1, 2011
