Renames the "child care worker registry" to the "Child Care Restricted Registry" and modifies procedures for recording individuals who are restricted from working in child care facilities.

Establishes new national criminal background check requirements (fingerprint-based) effective November 1, 2013, for child care facility applicants, employees, residents, and individuals with unsupervised child access, with results to include "rap back" notification of subsequent criminal activity.

Adds the definition of "rap back" to the Oklahoma Child Care Facilities Licensing Act and authorizes the Commission for Human Services to promulgate rules regarding exceptions for individuals with severe physical conditions preventing fingerprinting.

Updates statutory references from "Department of Juvenile Justice" to "Office of Juvenile Affairs" throughout child care and foster care provisions.

Extends the Oklahoma Juvenile Justice Reform Committee's duration to December 31, 2012, and delays its final report deadline from December 1, 2011, to December 1, 2012; effective November 1, 2011.
