Amends the Physical Therapy Practice Act to establish legislative intent protecting public health and welfare through regulation of physical therapy practice and licensure standards.

Revises the definition of "physical therapy" to describe it as care and services provided by or under direction of a licensed physical therapist, and adds comprehensive definition of "practice of physical therapy" including examination, evaluation, treatment interventions, and risk reduction activities.

Clarifies that physical therapists may provide services without physician referral for children receiving services under the Individuals with Disabilities Education Improvement Act of 2004 and Section 504 of the Rehabilitation Act of 1973.

Allows physical therapists to perform screening, education, and wellness activities related to conditioning, injury prevention, stress reduction, and fitness promotion without physician referral.

Effective date set for November 1, 2011.
