SB 691 Summary

• Prohibits registered sex offenders and violent crime offenders from working with children, on school premises, or in positions transporting passengers for hire (including buses, taxis, limousines, and amusement rides), with exceptions for Level I sex offenders.

• Requires employers and contractors working with children or providing passenger transportation services to conduct annual name searches against sex offender registries for all employees and immediately report violations to district attorneys.

• Mandates employees working with children sign affidavits declaring they are not required to register as sex offenders; refusal or failure to comply results in termination and misdemeanor charges.

• Establishes misdemeanor penalties of up to $1,000 fine for employers failing to conduct required searches and for registered offenders violating employment restrictions.

• Effective July 1, 2011, with emergency clause allowing immediate implementation upon passage and approval.
