Amends 69 O.S. 2001, Section 1510 to increase the dollar threshold for special maintenance projects that must be performed by state crews rather than contracted out.

Raises the limit from $250,000 to $500,000 for projects that should be handled by state special maintenance crews.

Allows projects above the new $500,000 threshold to still be performed by state crews if the Transportation Commission determines it is in the state's best interest.

Permits special maintenance projects involving asphaltic material overlay to be let to contract regardless of cost if deemed in the state's best interest by the Commission.

Declares an emergency, making the act effective immediately upon passage and approval.
