Amends 29 O.S. 2001, Section 4-112 to add a hunting license exemption for nonresidents who own land in Oklahoma and hunt on their own property, provided they carry proof of ownership.

Establishes free hunting days on a consecutive Saturday and Sunday in September each year when Oklahoma residents may hunt without a license.

Maintains existing hunting license exemptions for minors, seniors with lifetime licenses, disabled veterans, landowners hunting their own property, and other specified categories.

Specifies nonresident and resident hunting license fees ranging from $4.00 to $305.00 depending on license type, age, and game species.

Becomes effective November 1, 2011.
