Clarifies that precinct consolidations may occur outside of census/survey-based boundaries when necessary due to lack of polling places, road conditions hindering voter access, or reapportionment needs.

Increases the voter threshold for metropolitan statistical areas to designate subprecincts from 200 to 300 registered voters while maintaining 200-voter threshold for non-metropolitan areas.

Corrects grammatical language in existing election statutes regarding voter registration transfers and election result certifications for subprecincts.

Declares an emergency effective date for immediate implementation upon passage and approval.
