Authorizes the Oklahoma Liquefied Petroleum Gas Research, Marketing and Safety Commission to contract for services of employees instead of directly employing them, and exempts these contracts from the Oklahoma Central Purchasing Act.

Grants the Commission authority to purchase and own up to two LP gas-powered vehicles for promoting LP gas research, marketing and safety, exempt from all other state vehicle acquisition and ownership laws and not part of the state motor pool.

Authorizes the Commission to establish, award and disburse scholarships and scholarship funds for merit to support or promote LP gas research, marketing or safety programs.

Authorizes the Commission to sponsor or provide LP gas safety training courses as funding allows.

Allows the Commission to appoint a Director or award contracts for services to carry out Commission provisions, with the Director not subject to the Oklahoma Central Purchasing Act and not required to be a Commission member.
