Amends Section 1 of Enrolled Senate Bill No. 603 of the 53rd Oklahoma Legislature to modify the Endangered Species and Economic Development Task Force membership from nine (9) to ten (10) members.

Adds the Secretary of Energy or designee as the tenth member of the task force, which assists agencies with endangered species law compliance and policy recommendations.

Task force responsibilities include assessing economic impacts of endangered species regulations, helping landowners implement cost-efficient mitigation strategies, and coordinating with federal and state agencies.

Requires the task force to provide reports on innovative programs and legislative recommendations to state leadership by December 31, 2011.

Declares an emergency, making the act effective immediately upon passage and approval.
