Creates a Water Infrastructure Revolving Fund in the State Treasury administered by the Oklahoma Water Resources Board.

Fund consists of all monies from any public or private source designated for the Water Infrastructure Revolving Fund.

Appropriates fund monies for the Oklahoma Water Resources Board to establish and maintain critical water infrastructure throughout the state.

Expenditures require warrants issued by the State Treasurer against claims approved by the Director of State Finance.

Effective date: November 1, 2011.
