• Amends Section 11-1116 of Oklahoma law to regulate off-highway vehicle operation on state streets and highways.

• Prohibits minibikes from operating on public streets and highways except in parades or when registered and operated by food vendor services on streets with 30 mph speed limits or less.

• Expands golf cart regulations to include utility vehicles, allowing operation in state parks, municipalities with adopted ordinances, and unincorporated county areas with speed limits of 25 mph or less upon county commissioner approval.

• Modifies all-terrain vehicle restrictions to allow limited operation on public roads for direct trail crossings, railroad crossings (up to 300 feet), and within municipalities that adopt governing ordinances.
