Changes the Oklahoma Council on Firefighter Training membership language from "shall" to "will" consist of nine members, two of whom are ex officio and nonvoting.

Maintains council composition requirements including representatives from the Oklahoma State Firefighters Association, Professional Fire Fighters of Oklahoma, Oklahoma Fire Chiefs' Association, State Fire Marshal Commission, Oklahoma Rural Fire Coordinators, Department of Health-EMS Division, and Department of Homeland Security, plus two ex officio directors from Oklahoma State University.

Establishes initial term lengths of three years for positions 1-3, two years for positions 4-5, and one year for positions 6-7, with subsequent terms of three years after expiration.

Defines council responsibilities including identifying firefighter training needs, interacting with Homeland Security on training and grants, and administering recognition programs for Oklahoma firefighters.

Becomes effective November 1, 2011.
