Creates the Oklahoma Capitol Centennial Rehabilitation and Modernization Commission to operate until July 1, 2020, with members including the Governor, legislative appointees, State Treasurer, Commissioner of Public Safety, and a State Capitol Preservation Commission designee.

Commission tasked with assessing infrastructure deficiencies and developing improvement plans for the Oklahoma State Capitol Building and other state facilities in the Capitol Park, with priority on structural and functional soundness.

Authorizes the Commission to identify environmental improvements for energy efficiency, redesign grounds and interior spaces for enhanced public service, and improve public safety through enhanced security and safer public areas.

Grants the Commission final approval authority over any proposed modifications, alterations, renovations, repairs, or construction affecting the State Capitol Building or other Capitol Park facilities.

Commission may hire private architectural and engineering firms and contract with the Department of Central Services or private vendors to accomplish its duties; members serve without compensation but may receive travel reimbursement.
