Establishes a Council on Law Enforcement Education and Training (CLEET) Regional Academy Pilot Program from July 1, 2011, to July 1, 2012, allowing law enforcement officers to attend basic police training at regional academies outside their home jurisdiction.

Limits pilot program eligibility to municipalities with populations of 125,000 or fewer that had approved separate basic law enforcement academies prior to January 1, 2009.

Participation by regional academies remains voluntary; no academy is required to accept outside officers, with hosting academies determining the number of accepted trainees.

Makes federal law enforcement officers commissioned through cross-deputization agreements with Oklahoma agencies eligible for peace officer certification on the same terms as state and local officers, with the federal agency reimbursing CLEET for certification costs.

Amends 70 O.S. Section 3311 to establish these eligibility requirements and adds new Section 3311.14 to codify the pilot program; effective July 1, 2011.
