• Establishes rules for implantable device payments based on actual cost from vendor invoices minus all discounts and rebates, plus 10%, with reduced rates (90% of non-physician vendor average) for physician-owned device distributorships.

• Requires payment within 45 days of invoice receipt with penalties up to 25% for late payment and up to $5,000 for willful pattern delays; mandates physician disclosure of ownership interests in healthcare facilities under penalty of perjury.
