Amends the Oklahoma Open Meeting Act (25 O.S. 2001) to add definitions for "limited support body," "audioconference," and clarify "videoconference."

Defines "limited support body" as a nonprofit organization's governing body receiving less than 15% of its revenues from public funds.

Authorizes limited support bodies to conduct meetings and executive sessions by audioconference (audio-only), while public bodies remain limited to videoconference (audio and visual) for regular meetings.

Requires audioconference participants to identify themselves upon joining and makes electronically shared materials available to the public in the same format.

Effective date: November 1, 2011.
