Amends 40 O.S. 2001, Section 165.7 to require administrative proceedings on wage complaints and claims to comply with the Administrative Procedures Act, with hearings conducted by the Commissioner of Labor or designee.

Establishes procedures for wage claim orders including service by regular mail, 20-day payment deadline, and right to appeal to district court, with final orders enforceable as money judgments recorded with county clerk.

Creates new Section 165.5a restricting employers from disclosing confidential employee information (wages, benefits, personal identifying information) without written consent, with exceptions for court orders, law enforcement, normal business administration, and emergency disclosure.

Allows employers to disclose employee job performance and wage information as provided in Section 61 of Title 40 and upon request by the Commission for administrative hearings.

Declares emergency clause for immediate effective date upon passage and approval.
