Amends Oklahoma Self-Defense Act (21 O.S. 2001, Sections 1290.10 and 1290.12) regarding handgun licenses and mandatory preclusions.

Adds exception to false or misleading statement preclusion: applicants can avoid perjury charges if they prove an inadvertent omission of nonmaterial fact that would not have affected the application's denial or approval.

Clarifies that false or misleading statements on handgun license applications constitute perjury, but inadvertent omissions of nonmaterial facts are excluded from this penalty.

Makes technical corrections to statutory references and procedures for processing concealed handgun license applications through the Oklahoma State Bureau of Investigation.

Becomes effective November 1, 2011.
