Moves Oklahoma's Presidential Preferential Primary Election from the first Tuesday in February to the first Tuesday in March

Modifies special election dates to align with the new presidential primary date, allowing other elections to be scheduled on the same day as the March primary

Adjusts the filing period for presidential candidates from beginning in December to a date prescribed by the State Election Board when the primary is held on a date other than the traditional February date

Becomes effective November 1, 2011
