Amends 69 O.S. Section 1201 to prohibit county boards and the Department of Transportation from opening public highways on certain section lines that meet three specific conditions.

Prohibits highway opening when land is located within original boundaries of a former federal facility conveyed to a public trust with Oklahoma state or local government beneficiary, or within boundaries of a new business facility with at least $10 million capital investment and 25 new employees at average county wage.

Maintains the prohibition only when all owners of abutting land on both sides of the section line have not requested or consented to opening the highway.

Applies the prohibition only when the section line is blocked at one or both ends by impassable barriers such as rivers, airport runways, security fencing, or operating rail lines without section line crossings.

Preserves all property owners' rights to ingress and egress to their land despite highway opening restrictions.
