Modifies Oklahoma's Criminal Illegal Alien Rapid Repatriation Act to change the Director of the Department of Corrections' authority from discretionary ("may") to mandatory ("shall") release of prisoners with deportation orders to U.S. Immigration and Customs Enforcement.

Removes the requirement that prisoners must have served at least one-third of their sentence before release for deportation, allowing earlier release.

Prohibits release of prisoners convicted of crimes under Section 13.1 of Title 21 (trafficking/exploitation offenses) unless they complete their full court-ordered punishment, with limited exceptions based on deportation orders.

Requires revocation of release and completion of original sentence if a deported prisoner illegally returns to the United States, with loss of future parole eligibility.

Becomes effective November 1, 2011.
