Expands financial need eligibility for Oklahoma Higher Learning Access Program to include students who were residents in nonprofit residential child care facilities during grades 8-10 for at least one year.

Increases income thresholds for students adopted between ages 13-17 from Department of Human Services or child-placing agencies, raising the parental income limit from $100,000 to $200,000 annually for program qualification.

Establishes new income threshold of $100,000 annually for former foster care youth in residential facilities, with exemption from financial need determination at time of program application.

Takes effect July 1, 2011 with emergency clause for immediate implementation to ensure students in foster care and residential facilities can access higher education funding.
