Amends Oklahoma wine manufacturing law to require wines listing Oklahoma as appellation of origin to conform to federal labeling and advertising standards.

Expands employee license authorization to include employment at wineries, in addition to package stores and mixed beverage establishments.

Maintains existing winemaker license provisions allowing direct sales to consumers on premises, at festivals, and self-distribution to retail stores and restaurants for producers under 10,000 gallons annually.

Effective July 1, 2011, with emergency clause for immediate enactment upon passage and approval.
