Creates the Oklahoma Board of Licensed Interpreters for the Deaf and Hard-of-Hearing as a seven-member board appointed by the Governor to regulate interpreter licensing and practice.

Establishes licensure requirements including national or state certification, professional education, and competency standards for interpreters practicing in Oklahoma.

Prohibits unlicensed interpreting practice and authorizes the Board to conduct investigations, issue citations, impose administrative penalties up to $5,000 per violation, and take disciplinary action including license suspension or revocation.

Creates a revolving fund supported by license fees and charges to cover Board operations, with 10% of revenues deposited to the General Revenue Fund.

Effective July 1, 2011, with emergency clause allowing immediate implementation upon passage and approval.
