Amends 21 O.S. 2001, Section 1290.10 to clarify mandatory preclusions for handgun license eligibility under the Oklahoma Self-Defense Act

Adds detailed criteria for mental incompetency preclusions, including court determinations based on marked subnormal intelligence or mental illness, findings of insanity, and military incompetency findings

Includes protective language stating that persons successfully treated for Post-Traumatic Stress Disorder are not automatically precluded from licensure if they do not meet the defined incompetency criteria

Maintains existing preclusions related to felony convictions, certain misdemeanors, domestic abuse violations, drug offenses, attempted suicide, and current mental illness treatment

Becomes effective November 1, 2011
