• Amends 21 O.S. 2001, Section 850 to update language regarding malicious intimidation or harassment based on race, color, religion, ancestry, national origin, or disability

• Changes archaic pronouns by replacing "such" with "the" in three locations throughout the statute for clarity and modern usage

• Maintains existing criminal penalties: misdemeanor on first offense with up to $1,000 fine or one year jail time; felony on second or subsequent offense with up to 10 years imprisonment and $10,000 fine

• Preserves civil liability provisions and requirements for law enforcement agencies to report hate crime data to the Oklahoma State Bureau of Investigation

• Effective date: November 1, 2011
