Establishes penalties of misdemeanor on first offense and felony (up to 10 years imprisonment and up to $10,000 fine) for second or subsequent offenses, plus civil liability for damages

Requires Oklahoma State Bureau of Investigation to develop standardized hate crime reporting system and mandates monthly reporting by all state, county, city, and town law enforcement agencies
