OK SB850

Amends Oklahoma Statutes Title 75, Section 251 to require state agencies filing administrative rules to provide citations to federal or state law, court rulings, or other authority requiring new or amended rules at the beginning of each rule.

Requires agencies to prepare rules in plain language, indicate whether rules are new or amend existing rules, state if rules supersede emergency rules, and prepare analyses of new or amended rules referencing applicable statutes and related rules.

Authorizes the Secretary of State to establish standardized formats and numbering systems for rule filings and to refuse publication of documents not conforming to promulgated standards.

Becomes effective November 1, 2011.
