Requires DNA testing upon arrest for specific felonies and misdemeanors listed in Section 843.5 and 645(B) of Title 21, and certain other offenses, unless the person has already provided a valid DNA sample on file.

Authorizes collection of blood or saliva samples by trained employees or contractors of the Department of Corrections, peace officers, or county sheriffs, with samples submitted to the OSBI DNA database within 10 days.

Exempts individuals from additional DNA testing if they previously submitted samples pursuant to this section or Section 991a of Title 22 and have a valid sample already in the OSBI DNA Offender Database.

Establishes a $15.00 fee for DNA testing charged to arrested persons not received at the Lexington Assessment and Reception Center, with fees deposited into the collecting agency's account.

Amends Section 150.27a of Title 74 to clarify that the OSBI CODIS Database includes DNA profiles from individuals arrested for specified offenses, and establishes that database information is confidential and exempt from public disclosure.
