Amends 23 O.S. 2001, Section 15 to modify joint and several liability rules in civil actions based on fault.

Establishes that in civil actions not arising from contract, each tortfeasor is liable only for damages allocated to that tortfeasor (several liability only).

Removes previous exceptions allowing joint and several liability for defendants with over 50% responsibility or those acting with willful and wanton conduct or reckless disregard.

Does not apply to actions brought by or on behalf of the state.

Becomes effective November 1, 2011 for all civil actions based on fault that accrue on or after that date.
