Amends 11 O.S. 2001, Section 16-313 regarding contested municipal offices to update statutory references from "Section 11 or 12" to "Section 16-311 or 16-312"

Changes reference from "act" to "title" in the section addressing procedures when election results cannot be determined

Requires the judge to notify the presiding officer of a town meeting when it is impossible to determine a winner in a contested office election

Directs the presiding officer to call a special town meeting to fill the contested office, with any nominee proven to have committed fraud barred from the new election

Becomes effective November 1, 2011
