Requires state agencies to use request for proposal (RFP) process when retaining lawyers or law firms for fees exceeding $5,000, with RFP details and vendor information made publicly available on agency websites for three years.

Mandates executive review by the Governor of proposed legal service contracts exceeding $500,000, including written statements justifying the need for private counsel, selection rationale, and any contingency fee arrangements.

Limits attorney fees and expenses to a maximum of $1,000 per hour and requires detailed fee disclosures at conclusion of contingency-fee cases, with automatic reduction of any excess fees.

Exempts contracts entered under this act from the Oklahoma Central Purchasing Act but preserves existing agency authority and requires the Governor to complete review within 30 days unless expedited review is requested.

Effective November 1, 2011.
