Creates the Community Health Worker Certification Act, establishing a pilot program under the Oklahoma Board of Nursing to certify community health workers through December 31, 2014 in counties with populations exceeding 700,000 people.

Requires the Board to develop certification criteria, training requirements, performance standards, disciplinary actions, and evaluation processes for certified community health workers.

Establishes nine core competencies for community health workers including communication, interpersonal skills, service coordination, cultural competence, and basic health care knowledge.

Creates a Community Health Worker Advisory Committee with nine members appointed by legislative leaders and the Governor to advise the Board on certification matters.

Prohibits certified community health workers from administering medications or performing any activity requiring nursing knowledge or expertise; requires Board report by December 31, 2014.
