Amends 22 O.S. Section 303 to require district courts to excuse witness name endorsements upon the district attorney's application, notice to defense counsel, and hearing establishing need for witness protection or evidence preservation.

Changes the standard from "may excuse" to "shall excuse" witness endorsement, making it mandatory rather than discretionary for qualifying cases.

Requires that any proceedings to determine witness protection needs be conducted in camera (in private) with sealed records kept by the district court clerk and accessible only by court order.

Preserves existing provisions allowing law enforcement officers to verify citations and complaints through sworn statements, subscriptions by complainants, or other authorized methods.

Effective date of November 1, 2011.
