Amends 21 O.S. Section 1277 to permit persons with valid concealed handgun licenses to carry handguns on public college and university property under specified conditions.

Authorizes carry in campus vehicle parking areas and locations with written consent from the college/university president, and in areas designated by institutional policy.

Exempts persons certified by the Council on Law Enforcement Education and Training and faculty members with classroom teaching responsibilities from the general prohibition on carrying concealed handguns on college/university property.

Allows colleges and universities to establish policies restricting concealed handguns at access-controlled events with security checkpoint screenings.

Becomes effective November 1, 2011.
