Senate Bill 897 Summary

• Establishes the Interstate Compact for Birth Certificates Act requiring signatory states to distinguish on birth certificates between persons born subject to U.S. jurisdiction and those not subject to U.S. jurisdiction.

• Designates persons born subject to U.S. jurisdiction as "natural-born United States Citizens" on official birth documents.

• Defines "subject to the jurisdiction of the United States" as a child of at least one parent owing no allegiance to any foreign sovereignty, or a child without citizenship or nationality in any foreign country.

• Specifies the compact cannot take effect until Congress provides consent pursuant to Article I, Section 10, Clause 3 of the U.S. Constitution.

• Becomes effective November 1, 2011.
