Modifies 62 O.S. 2001, Section 431 regarding municipal sinking funds in Oklahoma

Changes the judgment accrual requirement from one-third (1/3) to one-fifth (1/5) of outstanding judgment amounts for municipal levy purposes

Applies the revised formula when one-fifth or more of a judgment remains due and unpaid, or for the entire remaining unpaid amount if less than one-fifth remains

Maintains existing requirements for levying funds to cover bonded indebtedness, interest payments, and other sinking fund obligations

Ensures municipalities can adequately fund their obligations to pay judgments, bonds, and related interest through annual tax levies
