Creates the Recreational Vehicle Franchise Act to regulate and license recreational vehicle manufacturers, distributors, dealers, representatives, and salespersons in Oklahoma, with the stated purpose of preventing fraud, protecting consumer investments, and ensuring fair competition

Establishes licensing fees including $400 initial/$300 renewal for manufacturers/distributors, $300 initial/$100 renewal per franchise for motor home dealers, and $25 initial/renewal for salespersons

Requires written dealer agreements between manufacturers and dealers that include exclusive geographic sales territories, and prohibits manufacturers from changing a dealer's area of responsibility during the agreement term or establishing competing dealers in that area

Sets warranty obligations requiring warrantors to compensate dealers at actual retail labor rates, reimburse parts at wholesale cost plus 30% handling, and approve or disapprove warranty claims within 30 days

Authorizes the Oklahoma Motor Vehicle Commission to impose fines up to $10,000 per occurrence against manufacturers/distributors and $1,000 per occurrence against dealers for violations, and requires mandatory mediation before filing civil lawsuits under the act

Effective date is January 1, 2012
