Amends 74 O.S. 2001, Section 3117 to clarify that agencies and state boards cannot establish or increase fees except when the Legislature is in session, unless specifically mandated by the Legislature or federal law, or required by court order.

Excludes governing boards for entities within the Oklahoma State System of Higher Education from the fee restriction, provided fees are reported pursuant to Section 3218.2 of Title 70 of the Oklahoma Statutes.

Requires agencies seeking to establish or increase fees to provide written notice to the Governor, Speaker of the House of Representatives, the Government Operations Committee, and the Senate President Pro Tempore, including justification and supporting documentation.

Changes capitalization of "The Oklahoma State System of Higher Education" to "the Oklahoma State System of Higher Education" for clarification purposes.

Becomes effective November 1, 2011.
