Requires all candidates filing a Declaration of Candidacy for federal, state, county, municipal, or judicial office to provide proof of identity and eligibility to hold the office sought at the time of filing.

Secretary of the State Election Board must promulgate rules specifying required documentation for proof of eligibility; identity proof may be satisfied by documents specified in Section 7-114 of Title 26.

Amends candidacy requirements for President of the United States to require proof of U.S. citizenship through presentation of documents such as birth certificate, Certificate of Birth Abroad, or Report of Birth Abroad.

Requires election boards to copy and maintain provided documents for public inspection pursuant to the Oklahoma Open Records Act.

Becomes effective November 1, 2011.
