Expands Oklahoma Pharmacy Act unlawful conduct to include possession, sale, or bartering of dangerous drugs not listed in scheduled drug sections when obtained by forged, fictitious, or altered prescription, with penalties of up to one year imprisonment and $1,000 fine for first offense, and up to five years and $2,000 fine for second offense.

Adds numerous synthetic cannabinoid compounds (JWH series, CP-55,940, HU-210, WIN-55,212-2, AM-2201) and synthetic cathinones (methylone, MDPV, mephedrone) to Schedule I controlled substances list.

Authorizes electronic prescription method for Schedules III and IV controlled substances subject to federal DEA regulations (21 CFR Section 1311 et seq.), while maintaining stricter requirements for Schedule II.

Transfers responsibility for destruction of seized controlled dangerous substances from Oklahoma State Bureau of Investigation to Oklahoma State Bureau of Narcotics and Dangerous Drugs Control (OSBNDD).

Modifies methamphetamine offender registry provisions to include persons convicted of methamphetamine-related crimes in federal, tribal, or other state courts who are Oklahoma residents or seek to remain in the state over ten days, with registration required within ten days of entering Oklahoma.
