Requires all poultry waste applicators and operators of poultry feeding operations to complete nine hours of initial training in the first year through Oklahoma State University Cooperative Extension Service, followed by two hours of continuing education annually until 19 total hours are completed, then two hours every three years thereafter.

Mandates training curriculum cover environmental processes protecting water quality, poultry waste handling systems, nutrient management, sampling and application procedures, relevant Oklahoma laws and rules, and equipment calibration.

Makes failure to obtain required training a violation of the Oklahoma Registered Poultry Feeding Operations Act for operators and the Oklahoma Poultry Waste Applicators Certification Act for applicators, with noncompliance grounds for certificate suspension, cancellation, denial, or revocation.

Prohibits integrators from contracting with poultry feeding operation operators who fail to comply with training requirements and requires all training certificates be maintained on-site for five years.

Effective January 1, 2012.
