Increases penalties for recruiting minors into criminal street gangs: first offense raised from up to 1 year imprisonment and $3,000 fine to up to 5 years and $5,000 fine; second offense raised to 5-10 years imprisonment

Creates new felony offense for committing gang-related crimes as a condition of gang membership or while associated with a gang, carrying a mandatory additional 5-year prison sentence

Defines "criminal street gang" as an ongoing group of 5 or more persons requiring commission of specified crimes including assault, robbery, homicide, drug trafficking, arson, rape, extortion, and vehicle theft

Requires school employees who believe a child under 18 is involved in gang activity to report to a school district designee, who may then report to local law enforcement

Grants civil and criminal immunity to school employees and contractors who make good faith gang activity reports

Effective date: November 1, 2011
