Creates the "Eliminate Driver License Lines Act" allowing certified driver education instructors employed at commercial driver training schools to administer the driving skills portion of Oklahoma's driver examination.

Requires applicants seeking certification to complete Department of Public Safety-approved curriculum and pay an initial certification fee of $1,000 and annual renewal fee of $500.

Allows waiver of written and driving examinations for certain applicants who have successfully completed a certified Motorcycle Safety Foundation rider course or driver education courses.

Modifies the "Driver License Fraud Unit" name to "Identity Verification Unit" within the Oklahoma Highway Patrol Division.

Increases commercial driver training school and instructor license fees (school licenses from $25 to $75; instructor licenses from $5 to $15) and establishes three-year terms for all commercial driver training licenses.
