Increases State Election Board composition from three members to three members and two alternate members, all appointed by the Governor with Senate consent.

Alternates serve at board meetings when the member they represent is unable to attend.

Changes nominee submission deadline from February 15 to March 1, 2015, with subsequent submissions every four years thereafter, based on January 15 voter registration reports.

Requires the largest political party to submit ten nominees for two board members and one alternate; the second-largest party to submit ten nominees for one board member and one alternate.

Provides expedited timeline for 2011 appointments: nominees submitted within five business days of enactment and Governor appoints within ten business days.
