SB932 Summary

• Prohibits incarcerated individuals in state or federal correctional facilities from being counted in the decennial census for congressional and state legislative redistricting if they were not residents of Oklahoma before incarceration.

• Requires incarcerated individuals who were Oklahoma residents before incarceration to be counted at their last known address for redistricting purposes rather than at the correctional facility location.

• Applies to redistricting for Oklahoma Congressional Districts, State Senate Districts, and House of Representatives Districts.

• Requires the Department of Corrections to collect data on offenders' last known addresses at the time of incarceration and collaborate with families, state and federal entities, and other states on implementation methods and costs.

• Declares an emergency effective upon passage and approval.
